HOTPOINT LAG85 NI 1KH Fridge not cool, freezer cool but not freezing!

We had a recent power cut in our home and since then the fridge freezer hasn’t worked properly.

I’ve stripped the inside of the freezer to make sure there is no ice build up, (there isnt’), everything has defrosted as my kitchen floor demonstrated to me earlier!

I have had the fridge pulled out and had a look at the bottom where the compressor is, compressor is cold, the drip tray is full, I cannot hear the compressor try to start up either, I was looking for some help to diagnose the issue?

I am wondering if it is the relay?

mine looks like the one pictured here but its black and has a code B47-130 on it and it is made by JIAXIPERA.

nothing looks burnt or damaged!

edit: Ive given it a small shake and it sounds like there is slight movement inside.

anyone have any ideas?!
