I have an ultima 1400 and if your machine is anything like mine you can get the belt off without any trouble.
First of all take the top off the machine after making sure it is unplugged from the mains. You wouldn’t need the back off, even if it wasn’t spot welded on for cheapness.
Just ease it off the the drum pully a little bit at a time like taking a tyre off a bike wheel. You could always loosen the bolts on the motor bracket if it’s too tight which you will have to do anyway to adjust the new belt.
I managed it without any trouble whatsoever. However yours might be different to mine which is a WM76. The belt came off like peeling an orange. In fact I’ve had the belt off it several times to check different things. If the belt is loose as you think, it should fall off
In having said that I have a feeling that there is a lot more wrong with your machine than a siezed or damaged belt. .
