Indesit W113UK Water Level

More of an observation than a question. Machine seems to overfill on rinse, with water nearly up to the middle of the door and the motor struggling to turn the drum. I tried a couple of different pressure switches but it made no difference. On wash the water level seems about right. I then tried connecting a spare hose to the pressure switch and blowing down it during fill. On wash the first level pressure would turn the water off but on rinse it would remain filling. On wash or rinse the second level pressure would turn the pump on. In the case of rinse it was still filling as it pumped out on the second level pressure.
I decided the rinse fill must be timed rather than measured pressure. I therefore tried turning the cold water valve partially off and sure enough this time it filled to a lower water level. I checked the restrictor in the cold valve and it is still in place.
