Indesit WI101(UK)

I have looked a the above machine as it is doing what Indesits do best, the LED flashes a fault then the dial continues to turn.

First the background:
Rented accommodation, Gas Elec went in to do a safety check. The machine a nd socket was PAT test, tenant advise the socket was dangerous and to start using extension lead until socket is made safe.
Since this happened the machine has not worked. On all programs (including spin and pump the machine runs for about 15 seconds and goes into fault mode.

I have tested the machine and as Gas Elec report insulation test is about 100 MΩ.

The LED flashes 8 times that according to the error codes is the heater relay.

Is this likely to be a board change?
Can the relay be changed on the board?
Is this a common fault?
Is it possible the PAT test could have caused the problem?
Is there a God? (Sorry got carried away).

Any help would be appreciated.
