My Creda tumble dryer, model number T 632 CW does not dry properly, when checking the heater elements only two of the four seem to be working, any ideas?

It only has two elements, the two elements are split into two rows per element ,how are you checking them. It is unwise to run the machine with the back off, apart from the electrical danger, the elements will rapidly overheat if the back cover is not in place to force the air from the fan through the elements. The correct and safe way to check the elements is with the power disconnected and using a meggar or multimeter.
What is your actual fault.?

You likely as not need a new element assembly. There are 2 types dependent on the serial number of your machine. If you give us the first 2 digits of that serial number we can tell you which element you need. 😉

Please bear in mind that if the dryer is set to low heat, or the low heat switch is faulty then only one side of the elements will work. Better to check them out electrically first before changing them.

Problem is not much heat to dry clothes, could it be the thermostats?

Very unlikely, stat failure usually means no heat at all. It could well be a faulty element but I would always check its condition before sticking one in on the off chance it was faulty. As helo_75 says ,blocked or restricted filter and condensor can have the same effect.
The best way to clean the condensor is with a hose or pressure washer in the back garden if you have one.

Only two elements out of the four glows when started on high heat and only one glows on the low heat setting.

I will say this again, you should not run the machine with the back off.
This is not the way to determine the condition of the elements. You must either check them with the correct test equipment or get someone who has both the tools & the expertise to use them. Sometimes a visual check of the elements can reveal a fault but they do need careful handling.
There are TWO elements not four, that are arranged in two sets of coils per element. As Martin has already said, two different elements costing approx £28.00 to £30.00. It would be foolish to change the element without making absolutely certain they are faulty.

The condenser can be removed completely from the machine, you should be able to see clear daylight from front to back. The later Hotpoint/Creda condenser dryers have a stupid design at the front making cleaning them far more difficult. 😥
