The cooling fan never turns off, and the oven temperature never goes above 100 degs
As I have to buy parts from hygena I want to get it right first time.
I am asuming the cooling fan toc is at fault, and the oven thermostat is also faulty

can anyone confirm this or advise

Could be a duff element. Could test this by trying something in, doesn’t have to be correct expensive part for a test.

You will have to take the hob top to replace cooling fan operating switch, not easy to get hob top off, are you Gas registered?

There are 3 elements in the main oven one of them might be faulty you will have to take off rear panels to access them to test, failing that its possible thermostat or selector switch.
