whirlpool fridge frezzer

been out to a arc4100 whirlpool fridge. the air ducts in the bottom of the frezzer keep frezzing up. i have checked defrost heater and toc all ok. the channels seem to hold water even thought the drain hole is clear. can anyone tell me if this is a design fault or is the a cure for this.
