ParticipantDryer heater has 196 volts to it on tumble cool. Is it the dryer timer only that supplies power to heaters?

Has it got an FHP motor in it? If yes then check the wiring harness close to the front of the motor. It is very common for it to chafe through at this point and blow the TOC repeatedly.
Bend the edge of the plate on the front of the motor backwards to prevent this.

Ok will check that. This is the one shot overheat TOC not the cycling stat. Is that the one you mean?

If the fan is running correctly then the wiring chafing near the motor is a common cause of TOC tripping.

I think the dryer timer switches the neutral side to the elements. You could have mains volts between earth and any drier terminal when in cool mode.

A very tiny rub through on the orange wire at the motor going to heater assy. I take it it is switching the heater on? Many thanks.

Its something that I have seen loads of times, nearly always the orange wire as well.
None of the ones I did had earth faults.
The orange wires go to the temp control stat but it always takes out the TOC. :con:
I have never seen a 13amp fuse blow with this fault but the customer will often mention that the RCD has tripped out once or twice.

I will say once again, I have seen this happen on many, many occasions.
I am not talking about the ‘one off’ failure of a TOC which can be caused by fan or blockage problems. I am referring to constant failures in a very short period when all the other known causes have been eliminated.
The TOC blows constantly, fan is fine, airflow on these machines is rarely restricted because the later machines with the FHP motor also have the condenser flushing system installed.
I have never changed the temp control stat for this problem on Hotpoint W/Dryers with an FHP motor, it has ALWAYS been the wiring harness chafing on the motor bracket.
THE OP has found the faulty wire and I will be willing to bet that the fault is now cured without touching the fan, temp stat or checking the airflow. 8)

As Iadom says 99{e5d1b7155a01ef1f3b9c9968eaba33524ee81600d00d4be2b4d93ac2e58cec2d} certain if it has an FHP motor you will find chaffed wiring where it is tied to the motor there was a mod later which increased the length of the spiral wrap to eliminate this, as a matter course i always check and insulate the harness on every call to one of these with an fhp motor, JJ

I had a long look at the wiring diagram. If both orange wires to the cycling stat are routed via the motor bracket and tightly bound together, I wonder if it would be possible that the two were shorting together and thus bypassing the cycling stat. Or in fact one orange wire with any of the other four going to the dryer timer neutral.
More likely (?) : I can’t see any earthing connection to the dryer 😕
Could it be a current is bypassing the cycling stat by shorting to a non-earthed metal part?

There is rarely any sign of both wires shorting, its usually just one that is chafed but it is nearly always ‘clean’ wiring that is exposed no real signs of any arcing.
My guess is that as the elements are switched in the neutral the chafed wire is completing a circuit via earth allowing the elements to come on without the fan running even when the machine is not set to a drying cycle, pure speculation of course. :con:
