does anyone know what it means when the delicates light is flashing please, the water is not heating or the dishes drying.

Yes, it is suffering from a classic Indesit fault, either the internal tube heating element or the main control PCB has failed.
Mains plug and test the element with a suitable multimeter or megger, if that is OK then its 99{e5d1b7155a01ef1f3b9c9968eaba33524ee81600d00d4be2b4d93ac2e58cec2d} certain the woeful pcb has failed.
