HOOVER HNC380-80 Condenser dryer

Hi guys, went to visit one of these yesterday – the error is that it starts but runs for a bout 3 seconds, then stops for about 3 seconds, it bleeps then starts again for about 3 seconds and so it goes on !!

I thought maybe start cap but cant find how to get into the motor ! side panels are formed, base seems welded, assume front will come off but seems an awful lot of work to get to the motor !

Anyone seen this fault ? hope its not the cap as no idea how to get to it.
