You are mistaken, unless your cold water mains supply is heated it cannot and never has ‘come out warm’.
After the initial heated wash the machine goes through at least three, sometimes four rinses in cold water.
They will feel less cold in the summer months than in winter due to the fact that in winter the mains cold water will be ‘ice cold’ but they would not be warm.
For this reason if you use a tumble dryer you can expect to have to have to put them in the dryer for a little longer in winter to achieve the same level of dryness.
