Thanks TJ, defrost heater tested fine, I learnt that the sensor at bottom right hand side was being repositioned by samsung to top left just before bend in evaporater tube. Ive done this and left on test. Will report back.

Unless that “sensor” has 2 yellow wires, you need to refit it to original position asap ; on the rs21, the only component at the bottom r/h side ( cable tied at the back of the evaporator) is the thermal fuse, and if you have put this where you state, is not going to protect the appliance.
the moving of sensor relates to the later RSH1 series, and involves moving the defrost sensor (2 yellow wires) from top right to top left of the evaporatorNovember 18, 2012 at 10:14 am #384735tj5793

As above the thermal cut out should not be moved if you do there will be no protection for the defrost. Has the thermal fuse failed? Is the fan motor working ok? The yellow wired sensor should be replaced for a black end one as they have problems with moisture ingress in the sensors also if you order a new one the wires will be longer to move it to the left hand side.

If, as is stated, it is an RS21, the sensor will already be on the left hand side of the evaporator
