Whirlpool S20ERAA1V defrosted

This Side by Side American fridge freezer (without ice or drink cooler option) has defrosted with dashes in the control display, will come on again when re powered on but takes 5 minutes before the compressor and fan starts and will not start without switching off first.. have checked the rear control board (ISPRA CONTROLS 461950234812B) but no poor joints or failed components can be seen. The air intake is always kept free from dust. Would replacing C1 as per the white goods web site fix the problem? The rear control board is similar but not identical to the one shown in the picture.
