Hi,
Appreciate some light thrown on this problem.
When the top oven is turned on the adjacent grill switch light comes on but not the top oven stat light and the top oven does not work. When just operating the grill, that works ok.
Further, when the top oven switch is selected there is no live to any of the TO element terminals.
The skeleton switch in which the TO stat is inserted into appears ok with all contacts operating and making contacts.
There is interlinking between grill switch and TO stat/switch.
What should I suspect?

Probably got an earth fault on one of the elements as they generally share a common neutral. The earth fault can be enough to light the indicator lamp even if the selector switch is not operating that particular element.

iirc these ovens have a door microswitch its on one of the side walls, when door is opened grill is selected with door closed top oven is selected
this could be faulty i.e. stuck in grill position or its moved so it thinks the door is always open.
