    Model: DVC563W

Grill not working, suspect regulator as there is no indicator light working.

Meggered element, the inner element reads 29.9? which seems about right but the outer element reads 72?. That seems a bit on the high side, is that correct?

Possibly because the outer part of grill element is used in top oven function too so its higher resistance?
Would have a look at door switch, grill selector switch & most likely culprit would be the T.O.C. at rear.

Thanks Seamy, will do. The elements look fine, no physical distortion etc.

One quick question, would the TOC stop the grill/top oven indicator light from working?

Yes T.O.C on either oven top/grill or bottom oven will cause the indicator neon not to light and elements not to work on whatever oven they protect.
Feed is from terminal block through T.O.C, then on to selector switch P1 other side of switch 1 is to indicator and elements.

Spot on, it was the grill TOC, any idea of part number?
