Continuity check on element shows 30 ohms resistance, not open circuit, so element seems intact. Switch on the oven and with a meter, checked each side of element with earth, and getting approx. 240volts. Element not shorting to earth, 240volts being supplied to it, yet it stays as cold as a ( insert cold analogy here ). If an element is showing 240volts at each end, should it get hot? Is it that simple?

Not if the element is open circuit it won’t.

it isn’t open circuit – has about 33ohms resistance. If I got a good working element, and applied 240v to it, would it get hot?

If you’ve definitely got 240 across the terminals of the element and no heat then the element is faulty
