I would like the advice of an experienced refrigeration engineer please!
I’ve been out to this appliance and with my limited knowledge think it is either low on gas or has a blockage.The freezer is not reaching temperature.I have checked:
Compressor- is constantly running but normal temperature and noise.
condenser fan:working, no bearing noise.
evap fan:working
Defrost sensor & heater both have continuity.
With the evaporator cover removed whilst on, the evaporator gets frosty at the top row but no further down.The control display is only saying 7 for the freezer which agrees with my thermometer.
The fridge section reaches 4 degrees what the customer likes!

From what you are describing with the frosting, it looks like a lack of gas in the system.
