hotpoint dh53ws

hi been to the above oven grill not working no ind light or heat.. top oven works ok.. grill s/w tested ok.. there is a cut out c00199503 described as a cut in stat for fan.. when I bypass this stat grill works fine.. bit confused by description of cut in stat..should it be open or closed circuit.. if it’s open I guess this will not cure the problem.. or am I being thick.. cheers
