I’d looked at that sort of thing before along with Facebook, Twitter etc and I really don’t think that they lend themselves to this sort of use.
Problem is that not everyone can be bothered with it pinging all the time and, by the time they do look the person that may have been able to help you misses the message as it’s scroll, scroll, scroll, scroll… etc to get to it.
Very few people will be bothered to scroll through loads of static.
IM services have their place for sure, I use them but for this, I really don’t think it works.
Might do for one company with a few field techs but as a mass media tool, not so much.
