    My Candy CDI 1012/B-80 won’t heat the water. Tested the flow through heater with a multimeter and it reads around 28 ohms. Does this mean the heater is good or not? I have changed the ntc probe and that hasn’t helped and checked the wiring/pcb and they seem fine.

    28 ohms is fine heater is ok

    there will be a relay on the board that switches the heater on and off that may be faulty
    there will normally be a pressure switch somewhere to make sure heater cannot come on till there is water in it
