I think it would be as well to delete this advice, as anyone can read it, and in untrained hands, it could be dangerous. It is true there are fewer fully exposed live parts under the lids of many machines than there used to be, but this insulation is there mainly for functional reasons, and does not meet statutory requirements for protection against electric shock.
Oh get a life! Dave gave good advice and one we often apply in the workplace to establish if the capacitor is the issue. 9 times out of 10 it is. No risk at all here, carry on Dave 😉
