Siemens XLM1400 not spinning fully, washing coming out dripping wet.

Initial problem was machine stopped at spin cycle. I changed the brushes & the cycle completed but the washing came out dripping wet. I put it back on for another spin. There was a delay from pressing start to to it actually starting. It spun but not fully & the clothes are still dripping.
