Samsung RS21 Power Cool beeping

Hi, I would be grateful for any help. We have a Samsung RS21 side by side and today the power cool started beeping and flashing on and off. I opened the fridge and the left hand deodoriser was iced up. I never noticed it before (had it 12 years and it has always worked perfectly). Coincidentally (or not) the fridge was reconnected to a new water feed last week and the contractor told me the previous feed was to warm water. He laughed and connected it to cold, now to have an ice problem. Please could you help 1. Is the power cool related to the iced up deodoriser 2. Is the ice connected to the change in water temp feed?
