with the machine switched off the ntc reads 4 ohms and the water heating element goes to zero.

With no disrespect intended but are you sure have the multimeter set correctly for resistence reading?

    Steve:
    Heater should read c.25ohms
NTC sensor should read 2-4kOhms at room temperature

    Therefore, both components are non-functional.

Hi there, I have an old bosch washing machine in the garage to compare with, the ntc on the old one gives the same reading as the new one and the old water heater gives the same reading as the new one also. As i said earlier all parts are brand new from bosch. i think it may be something else. I have checked all the wires to the parts and back to the control panel and they are all fine

Steve, please check this meter of yours…..
    A 240v/60w bulb will read 960 ohms.
    A 240v/100w bulb will read 576 ohms.

going to have a go tomorrow, i have checked parts on a working bosch machine to compare to the one i am trying to fix, all the readings are exactly the same, original problem started with the water not heating up, i wonder if something else is causing the problem?

Either faulty meter, wrong range setting or misreading display 😕
