If you want a budget hosting company, I use FM Hosting (http://www.finditmax.com) for a charity site I run, its only £1 per month. Then you need a domain name, so go to http://www.123-reg.co.uk or do a search for domain names on google and get a domain name for £2.60 per year. I’ve never used it but 123-reg even have a Home Page wizard so you should be able to do it quite cheap. Software for creating web pages is usually available on Magazine CDs as well.

If setting up a web page, one of the most popular applications for this is Dream Weaver.

If you want a free tool take a look at Nvu http://www.nvu.com This is open-source therefor free and also has a support forum at http://forum.nvudev.org/. I would look into this first.
Front-page is OK but a lot of designers don’t like it because the the way it generates code.

If you are looking at getting a domain name I find 123reg.com and http://order.1and1.co.uk are very reasonable and wont catch you when you try to renew the domain name after a couple of years or move it to another company (something to look out for). There hosting prices are reasonable. I have set up a site for someone with 123reg, they also have a search engine promotion tool included.

For hosting consider either your own ISP, the two options above or take a look at http://www.portland.co.uk/ they offer free hosting, no adds, pop-ups or catches.
