It could well be a heater but the thermal overload incorporated in the heater unit is probably the culprit. They usually fail when the pressure bottle (water level control) gets blocked and the heater comes on without sufficient water to cover it. The heater and cut out are one unit and should still be available. Also the heater wiring would tend to burn and break off; so just fit a new tag.
(If the heater has failed and a new one is fitted, be sure to check the bottle before switching the machine on to test).
