    sound like motor jammed
you would have to strip and find out. once you take the belt off you will know

you can oil it but it wont last so change it is the only credible repair

these units are easy to strip not as hard as you think

Motor bearing on the belt end tends to wear allowing the armature to tip and bind.Motor runs fine on its own but as soon as belt fitted it just sits and hums.
Unfortunately the motors are fixed together with liquid metal and impossible to repair.
