Interesting element problems

Hi all,
Just found the forum, seems a great site to learn from.

I’m having a problem with my kenwood ck740 range cooker, the grill elements on both ovens only heat up/glow red in the centre of the element. I’ve replaced one element and it does the same thing so I think I can rule the element out.

The elements have separate feeds for each loop (they are the dual element type I think) and an earth connection.

I turned the grill on and there is voltage to the centre element section but none to the outer section (same on both ovens).

Tracing the wires I see they run to what looks like a large connection point with many spade connections located behind the oven knobs at the front (part of the inner shaft), they also run to a series of thermostats and cut offs (TOC).
There appears to be two different types, a set with flat connectors rated on them at 150 centigrade and two rated at 80 centigrade that have bent back style connectors..

I continuity tested them and the 150 one shows a closed circuit so the multimeter beeps, the 80 ones do not beep and show an open circuit.

Could these be causing the grill element issue? am I being stupid and is that how the elements should work? Any help appreciated, apologies for the big post but thought best to add as much info as possible 🙁
