AEG B4100-1-M oven not reaching temperature slected

Good day

I have a AEG B4100-1-M (PNC no 944 181 642) oven.
The oven does not reach the temperature selected.
This became evident when a roast took twice as long to cook at the setting of 180 degrees Celsius.
I purchased a oven thermometer to test the oven.
With the oven selector set to convection and the temperature set to 200 the temperature would fluctuate between 160 – 170.
With the oven selector set to fan cooking and the temperature set to 200 the temperature would fluctuate between 180 – 190.
I then replaced the thermostat to no avail.
Results remained the same.
The replacement thermostat part number is 330171201.
The original thermostat part number is 330171200.
I need some advice on how to fix this problem.

Possibly one of the elements is down or fan running too slow.
