AEG oven cooling fan not coming on

Hi,
(This is the non ZN blue wire thermal limiter double oven range).

The top oven cooling fan is not coming on and the fascia controls are getting very hot.
I incorrectly replaced the cooling fan as it was noisy and the shaft seemed loose.
The same thing is still happening.
There does not appear to be a cooling fan cut in thermostat only mainand top oven thermostat.
I don’t know if the cooling fan is meant to come on via the pcb when it reaches a certain temperature?.
Also there is a relay for the top and bottom oven which Could be at fault.

Has anyone else had this problem with this range of AEG double oven cooling fans?
