Were the flashing lamp to come on during a cycle, it would suggest a no-heat problem. It could be re-set to allow a programme to be started. As the lamp is flashing permanently and cannot be re-set, it is more likely that there is a problem with the computer board.
However, to be certain, you would need to check all other components for value and continuity back to the PCB. Assuming that everything is connected and working, the PCB is all that’s left.
Needless to say, this procedure should be performed with the power off.
