Beko CG694 Fridge/freezer…fridge not cold

Hi, the fridge part is not working, after reading the other posts, I have defrosted the freezer and have noticed that there are two pipes coming from the rear of the unit, the bottom pipe is nice and cold whilst the top pipe which appears to run to the fridge, on this pipe there is no frost on it…..should there be?

Any help would be useful…..otherwise its off to the shops to buy a new fridge/freezer.
