belling X0U594 heating problem

Hi All
been to a belling built under double oven today.

main oven gets to temperature thermostat neon goes off, oven then cools a long way down before the thermostat switches back on and the neon returns.in a nutshell it is not maintaining the correct temperature.
noticed main oven lamp unit was well burnt out so disconnected it
put in new stat and you guessed it the same problem.
neon is wired to the fan overrun pcb via a link from the stat could that be the problem. or does the main oven lamp still need to be in the circuit.

looks like a stoves built oven so it should have a large black fan at the rear
does this fan start and keep running after you turn oven off

if no prob the power supply cap on the pcb done lots of them
