BFI680 doesn’t heat – error code 7

My BFI680 dishwasher stopped heating water to the required temperature.
It is a cold fill machine and at the end of the cycle (which completes) there is a hint of warmth which seems to be at the top of the machine but the water is not warm and the dishes are wet. The error code light 7 (auto duo wash) is flashing.

I have stripped it down and checked the heaing element with a multimeter and it appears to be working.
What else could it be, and how could I test this?
