Well this model does show it has having a water point diverter in the water heater unit. So it should alternate water spraying between the top and bottom spray arms and both arms will not operate together anyway. The cycle alternates every 55 seconds or so between the two. 😉
When you remove the top feed pipe and look down into the heater box you should see the cam disc blocking one of the holes and any one time. That will at least confirm it has a water point device fitted, but on the other hand you state that both holes are clear anyway? So maybe this model doesn’t have one and you can ignore all of the above anyway. 😕
Water starvation may be another thing to check, that it’s taking in the correct amount of water and the bottom inlet transfer hose isn’t blocked or restricted? If that is also clear then the only other thought is something caught inside the main circulating pump impellor?
