Symptom:tablet in the base not dissolving.Top arm seems to be going most of the time but the bottom arm only works for a few seconds – I hear the motor for the diverter start just before the bottom arm kicks in. Should it work continuously?

Yes it should as it switches between each spray arm every 55 seconds throughout the wash cycle. New heater required.
