The voltage from the “receiver” photo diode will be quite small. It is quite possible that the meter may “pull” the voltage down due to its own circuitry 😕
You should however on a diode setting of your meter (analogue meter better) be able to get a resistence reading one way on each of them as they are both diodes in theory (Photo and LED).
Most probable causees of the slow cycle is
1/ Crud attached to face of heater where sensors actually “look” at each other 😉
2/ Crud restricting breather at the top of heat exchanger
3/ Restriction in water metering unit and/or transfer tube causing poor flow through of water from matrix
4/ Module lost the plot
Worst one I had was a customer who was a mobile donut bloke, just dumping the mix tubs in the dishwasher. It set like concrete 😯 and conpletely wrecked the machine. 👿
