Weird fault.
No fill, step the timer to wash part of programme and the heater works while the power pulses to the circ motor and timer motor causing a second on second off pulse.
Thought it may be the microswitch in the heater with a low water level so filled it with a bowl. Still same fault though.
Flummoxed!!! 😕

Crudded up metering tank and air duct unit? You mentioned “no fill” as well so the inlet valve worth a look?

Had similar fault on servis dishwasher last week. Although the dishwasher was filling the circ motor just pulsed on off, 😕 turned out to be pressure stat contacts welded together, strange because the unit washed ok for about half an hour, then decided to flood.
Not sure if your dishwasher has pressure stat though, its not a model number I recognise.
