says that modern fridges and fridge-freezers cannot be used in outhouses.

Is this also true of freezers (upright or chest) which do not have a fridge section?

What is the solution to the problem where there is no space within the house for a freezer and an outhouse is the only available space.

Why are manufacturers’ entries on vendors’ websites (eg Comet) not making a big issue of this and warning people? And why has the restriction only come to light recently? For many years I can remember people having freezers in their garages, so why have things changed? Can a freezer than can only be used inside a house even be considered fit for purpose?

When my parents were looking for a new freezer to replace the one that had given them faultless service for 20 years, the salesman even recommended installing an electric heater to keep the garage temperature above 10 deg in winter. This seems ludicrous and VERY wasteful of energy: warming a room in order than an appliance can keep sufficiently cold inside!
