Cannon cooker 10585G top oven not getting hot enough

Cannon 10585G Electric oven with solarplus grill that works ok.

The top oven does not get past 140 deg c.
My understanding is that the top oven just uses the base element which does come on and get hot.

I have replaced the top oven thermostat yet after half hour it still does not get hotter than 140 deg c.

I must be missing something obvious with this one, any ideas?

the grill element should be on as well, is that what you are missing? (maybe connected in series witht the base element?)
