Is it normal for a washing machine to occasionally generate concrete “dust” from the counterweight, or should any trace of concrete on the floor be considered a symptom of something wrong?

Make and model would be a big help. 😉
However you should not see much if any dust, its usually a sign that the mounting bolts are coming loose, this will be followed by the noise of a loose weight and then the weight may rip off the drum altogether. Urgent inspection and tightening of all mounting bolts advisable.
