Diplomat ADP 8132 no heat.

mate of mine has a Diplomat ADP 8132.
sticks in programme cos it isn’t heating but the heaters fine (about 28 ohms and insulation about 400 meg).
On the heater the brown wire I pressume is live from pcb then I’ve got white wire gong to thermostat which i think should be resetable but pushing the little button in makes no differance.
Red on thermostat is what would give the heater it neutral cos it comes from the pressure switch when full. The red and white are across from each other and the circuit is open, should it be?
if I move the wiring around I can get power to the heater so I know it’s not wiring, but I need to know if it’s probably a thermostat or could it be anything else.
