Diplomat apl 1304 cooktop switching on and off

We moved into this flat, the cooktop’s cool, but no matter what setting we put it on, the burner heats up then flips off then heats up then flips off, etc. We can cook stuff on it, but still, shouldn’t it simply heat to the selected setting and stay like that? Any advice appreciated.
