Would suggest a quick peek at the motor pcb in the base before doing anything to check that is not blown and also check the heater ntc as they can sit in leaked water causing earth shorts.
I think the “on off” switch is only a standby switch on these so the pcb is always powered up unless turned off at the plug…. seems a daft idea to offer an energy saving option for a backlight while the pcb is drawing power 24/7. a proper on off switch would have be the better option.
does look like a power supply chip. is there a number on it
unlikely to be the board that blew it as these chips have a fold back system in the event short circuits on the low voltage side of the chip
certainly worth changing if you can
but it may have damaged the board when it failed
