At the end of the wash cycle everything is still soaking wet. None of the front panel lights are flashing, the spin dial is at 1400 (so, not rinse hold).
The machine does drain OK. I have tested this by putting the drain hose into the bath so I could see what the flow rate was like and it’s fine.
On a spin only cycle the machine drains and the drum rotates perhaps 2 or 3 revolutions every 30 seconds or so while it is in the drain phase but as soon as it gets to the spin part (at 11 mins on the timer) it just terminates the programme and the time goes to zero.
On a rinse only cycle the drum turns perhaps 1/8 of a rotation every 30 seconds but there is no agitation. The machine then drains but won’t spin.
On a wash cycle the drum rotates about 1/4 turn roughly every 30 seconds.
For the avoidance of doubt, I checked the brushes about a month ago and there was plenty of carbon left. I have changed the brushes on this machine 2 or 3 times and on each occasion the machine worked fine until the drum would not turn at all. That is not what is happening here. It seems to have the capacity to turn but decides not to after it has just started.
The filter is not blocked. I have taken it out and the drain pump turns freely.
I have seen some mention elsewhere about a faulty out-of-balance sensor but I don’t know where to find that on my model or even if that’s the problem. The machine is a few years old and I have never had a balance problem before. It seems to be occurring with every load, not just one particular small or excessively large load.

an out of balance sensor is not going to stop it washing just spinning
It is motor or module but if you have changed brushes 3 times then I am guessing MOTOR !!
Maybe worth getting that motor out again rechecking brushes and the commutator of the motor
That should be blown out/cleaned and the copper segments checked and cleaned with a ‘commutator stick
If the commutator is worn down then it will chew up the carbons
The fact that it goes through a cycle makes me think module is ok but not necessarily so consider everything carefullyJanuary 1, 2016 at 2:36 pm #433915kingers

First, may I thank you for such a prompt and well considered reply. Second, I would like to apologise for taking so long to follow up and express my appreciation for your help.
I have replaced the brushes and cleaned the commutator with a commutator stick. The copper segments were worn down by about 1/3 and are now a lovely shiny ‘brand new copper’ colour. They should have quite a bit of life left in them.
Vast amounts of carbon dust fell out and got everywhere :-(. Probably not ‘vast’ amounts but carbon dust is a bit like tomato soup – spill a bit and it seems to get everywhere! Anyway, that’s all cleared out of the motor now.
Unfortunately, having put everything back together the exact same problem persists. The drum will turn a few revolutions during the drain phase of a spin cycle but when it gets to 11 minutes and should start spinning it stops. A rinse cycle is similar though the drum turning is not thorough enough for a proper rinse.
So, I guess I’m looking at replacing the control module. There is one on eBay for my model number going for about £40. The question I have to ask myself is ‘is it worth it?’. I can get a new Beko machine from Currys for £160. I have already spent about £50 (if I include shipping costs) for the brushes and commutator cleaning stick, so is it worth another £40 or should I just dig deeper into my pockets and somehow find the cash for a brand new machine?

I removed the top of the machine and looked at the control module while I put it on a spin cycle. Each time the motor turned a greenish-white flash came from one of the control module components.
So, looks like we’ve tracked down the gremlin! New module ordered. Will let you know the outcome once fitted. Thanks for all your help so far.

Frustratingly, the replacement control module has made no difference. On a spin cycle the drum turns very briefly once every 30 seconds over a two minute period then, when it should start spinning, everything stops and the time remaining drops to zero.
As with the old control module, one of the components sparks. To the left of the picture below there are 4 x 12v coil components; it is the third that flashes. The spark is internal to the component and, as far as I can tell, it sparks just after the drum starts to turn and is the trigger event for it to stop turning.
It is as if as the drum starts turning, something sends an electrical overload or surge to the 12v coil which then ‘trips’ and stops the drum turning.
I don’t know if the coil would spark during normal use, but it doesn’t seem to be harming it as it keeps going.
I’m not sure what else could be at fault. There doesn’t seem much more to try!

Only can be the motor
The commutator is too badly worn it seems
I did allude to this originally because of 3 brush changes which is extreme
Same as 3 brake pad changes on a car would generally mean new discs as well
I bet you could get a second hand motor very reasonably on E Bay -
