Trace tacho wiring from motor back to board leaving all connected. Disconnect the edge connector on the board. Attach your meter set to measure a deflection of 2v or so across the two relevant terminals. (I think you’re looking for AC but I can never remember for sure so try both or auto detection, if you have it.) Move drum gently at first with one hand and gradually build up speed whilst watching meter reading. That will tell you whether the tacho is working or not.
If it isn’t, check connector at motor, then coil for continuity, and finally integrity of magnet.
If you are getting a signal (maximum you would generate by hand turning of drum would be about 2v) then it’s likely to be the connection to the board that’s faulty, not the board itself; although nothing’s impossible. Not forgetting the wiring loom.
