With the machine empty and off, the drum should sit with the front lip just under the front edge of the top deck, more or less central. If it is not, the bias spring may be disconnected, or (more likely) one of the suspension rod assemblies is faulty. These comprise a rod, spring and damper assembly, which should, when working correctly, hold the drum central and allow free and smooth movement. You will have to remove the top deck to investigate.
