11 is water level sensor not working properly. Standard cause is water in the pressure hose – drain the machine completely and blow through to clear any debris. Switch unit itself is integral with the pcb, so if faulty, repacement pcb is required.
Your suggestion works and it now spins, the only problem that it now goes out of balance really easily is there any reason for this?

There should be a tub bias spring fitted in the front left corner, effectively pulling the tub away from the OOB lever. When set up correctly, looking into the tub, the front lip should be just tucking under the edge of the top deck.
