Grill in a Hotpoint built in oven.

I have a Hotpoint oven, model No. OS897DC IX/HP. The grill element only heats on the inside bars, the outer bar does not heat up.
I replaced the element and I still have the same problem. The outer bar, which seems to be like a separate element will not heat up but the bars on the “ inner element” work fine. Any ideas would be good to have! Thanks Mike

outer element is only used when your using the area as an oven

can see an option for a small and large grill so you will only get one element
