HOOVER unprogrammed and programmed pcb

Hi gents
i am looking for programmed t/d pcb all seem to be unprogrammed part number hvr40006367 is this going to be the norm were you will not be able to repair these hoover products or can you programme youself or is there some sort of card reader that you need to do this. would like your thoughts on what i can do for this and future hoover customers cheers alro
